Gary Illyes, a Google Webmaster Trends Analyst, posted on Twitter that he expects the release to be within 2015. Since there are only a couple of months left in 2015 we expect this penguin algorithm update to be happening in the next couple of months.
This penguin 4.0 update (next penguin release) could be running in real time continuously to detect any spammy links on a website. The good news is that if those links are removed then you can get out of the penalty pretty quick if it is going to be running in real time.
